In his first evolved form, Viktor retains his thin build from his human form, but 95% of his body (excluding the front part of his face) has been transformed into arcane metal. It is a dark grey/purple that appears woven in chaotic, almost organic roots. The metal is punctuated in various parts with gold detailing, including jewelry-like ornamentations on his chest and back (where his back brace used to be), down the length of his previously disabled leg, and over his knuckles and fingers. His face is the only organic part of him remaining, though dark discoloration mottles his cheeks. His eyes are opalescent, constantly shifting in tones from pastel blue, rust red, and gold. His hair is down to his shoulders, wavy, and marked with pale streaks on the underside. He typically wears a royal blue cloak, which was once a blanket that Jayce Talis gave him.
In his second evolved form, Viktor has become the Machine Herald. He stands at nearly eight feet tall, and his limbs have elongated, his hips have become sharply more defined and many parts of his body more skeletal. He is fully metal, now, and upon his face is a pseudo-mask that splits his face down the middle; the frozen remnants of his old face are visible beneath it. He retains the cloak, though now it covers only his shoulders, and streams out behind him.

As a human, Viktor was passionately devoted to his cause, was prone to being temperamental if anybody got in the way of his science, and fearful that he would die before he ever got to truly help people and make his mark upon the world.
In season 2, Viktor has been greatly changed by the hexcore. It corrupted him, removing a large part of his emotions and humanity, leaving him with an effect that comes off as removed and exhausted. His once expressive face is largely still, and where once he would have spoken of his causes with passion, he now comes off as placid, and matter of fact. Still, however removed his emotions are, they are still present, as he still wants nothing but to help people.
As Machine Herald, however, Viktor is stripped entirely of those things. All that remains is the drive to evolve.

Viktor was once a man from the undercity who saw the worst that oppression had to offer, and decided to do something about it. He clawed his way to Piltover with nothing but his own smarts and determination, and formed a partnership with Jayce Talis to work on a technology that would change the world (and, he hoped, greatly benefit the undercity). But his own ill health formed a massive obstacle, and eventually, he was killed in an attack on the Council.
Afterward, Viktor was merged with the hexcore to save his life, and it greatly changed him. Merging and being remade by the arcane took away a hefty portion of his emotions and humanity. Corrupted, and now sure of his path, Viktor set off to realize a changed version of his original dream: to help people by guiding them to the ultimate form of evolution, the machine. He started a commune in the poorest part of the undercity, and healed hundreds of people -- and it would seem like a good thing, if not for the fact that those people wound up brainwashed into a hivemind.
He was killed again, this time by a Jayce who was determined to fend off an apocalyptic future he saw, driven by Viktor's hand. The scientist Singed was able to revive Viktor, and infused him with an experimental blood that had strains of shimmer and murk wolf in it. This stabilized Viktor, but it also changed him once more, fully stripping away all humanity and emotion, and turning him into the Machine Herald. There, he tried to take over Piltover and convert everyone into machines, but he was stopped at the last minute.
